THE EUROPEAN UNION GENERALISED SCHEME OF PREFERENCES

PROMOTING SUSTAINABLE DEVELOPMENT THROUGH TRADE

The Generalised Scheme of Preferences (GSP) is an EU trade scheme that grants eligible developing countries preferential access to the EU market and thereby contributes to poverty reduction and development by expanding exports from vulnerable countries. The GSP promotes international values by requiring all GSP beneficiary countries to respect fundamental human and labour rights. The EU engages in monitoring with GSP+ countries to support the effective implementation of 27 international conventions on human and labour rights, environment and climate, and good governance. More about the EU GSP.

The purpose of this website is to provide interested persons with detailed, country-specific information about the GSP and its economic and sustainable development effects, thereby facilitating the monitoring and increasing the transparency of the GSP. Businesses interested in accessing the EU market under the GSP should consult the EU’s Access2Markets tool, which provides practical information for traders.

In November 2023, the European Union took a step to ensure the continued application of the Generalized Schemes of Preferences (GSP) Regulation (Regulation (EU) 978/2012) until the end of 2027. The current GSP framework was set to expire on December 31, 2023. However, an extension was deemed necessary as the European Parliament and the Council have not yet reached an agreement on the European Commission’s proposal for a new GSP regulation. Hence, the Council and the Parliament signed an amendment to the existing GSP Regulation, in order to extend the scheme for the period 2024-2027. This extension guarantees that GSP beneficiary countries will continue to enjoy tariff preferences for the period 2024-2027.

The European Commission put forth a proposal to extend the Generalized Scheme of Preferences (GSP) for the period 2024-2027, as the current EU GSP regulation is set to expire at the end of 2023. This extension of the current scheme is crucial to allow GSP and GSP+ beneficiaries to continue enjoying tariff preferences, as the Council and Parliament have not yet reached an agreement on the Commission's proposals to update GSP rules. The proposal for extension of the current GSP scheme is being discussed, with the aim to be adopted before the expiration of the current regulations. Find the official news HERE.
